PLCWW is now celebrating over 16 years in this industry.
The founding Directors of PLCWW came together to combine their professional experience to address the challenges of a changing world. We continue to provide a wide range of services to those established, entering or regulating the postal and logistics industry.
During that time, our assignments have ranged from advising some of the world’s largest mailers to providing expertise and guidance to some of the smallest postal operators in remote parts of the world. We mainly operate in the postal, parcel, logistics and e-commerce arenas and are committed to harnessing the huge potential that exists within that ever changing market.

Gavin Macrae
GAVIN MACRAE
Gavin Macrae is the Founder & Managing Director of Pine Monkey Associates Ltd., a newly established agency supporting technology firms within the e-commerce and logistics industry and Chief Executive Officer at Postal & Logistics Consulting Worldwide (PLCWW), a specialist consultancy firm serving the postal sector.
Gavin has an extensive track record over thirty years of providing strategic and business development advice, interim management and non-executive directorships at board level to a wide range of clients and industry stakeholders. Previously, he was Neopost’s Executive Director for Corporate Partnerships and a member of the Neopost Group Management Board in Paris. Prior to that, Gavin operated at board level in organisations as diverse as Royal Mail, TNT, Postcomm (the UK’s regulatory authority for postal services), Digital Europe, PostEurop and the UPU.
As well as pursuing his own business interests, Gavin is also the Senior Independent Director on the supervisory board of Jersey Post Global Logistics, one of the world’s fastest growing mail and parcel consolidation businesses.
Gavin is based in the UK and is a regular speaker at international events worldwide.
Steve Hannon
STEVE HANNON
Steve Hannon is the founder and owner of Steve Hannon Consulting and an Executive Director of Postal & Logistics Consulting Worldwide (PLCWW), a specialist consultancy firm serving the postal sector.
Steve has over 40 years’ experience in the postal and logistics industry He is a former operations director of Royal Mail for whom he delivered a number of high profile efficiency and service programmes including the operational planning and implementation of new automation, mail centre strategy, delivery restructuring, transport network systems and an administrative restructuring programme which reduced headcount by 62%. Since leaving Royal Mail he spent a successful period as interim Chief Executive of Guernsey Post and between 2007 and 2018 he was a non-executive director of Guernsey Post and is now a Special Adviser to the Guernsey Post Board on postal issues.
As a consultant Steve has worked on a number of major assignments including the reorganization of a same day courier and overnight express operation for a secure mail operator (also achieving a saving of 12% in total costs). He advised the Oman Ministry of Transport & Communications on developing a postal policy for Oman as well as advising postal regulators in Kenya, Namibia and Qatar on the implementation of an effective regulatory regime. He has undertaken a number of assignments for the UK postal regulators (Postcomm and Ofcom) including the design and delivery of a series of training courses for Postcomm, Consumer Focus and Ofcom employees on how postal services operate in the UK. He has also advised a number of UK companies on how to achieve better value for money from their use of mail.
He is a contributor to international mail publications and conferences and is a regular speaker at the Commonwealth Telecom Organisation events speaking on the subject of Postal Regulation, the USO and E-Commerce.
John Manson
JOHN MANSON
John has more than 38 years experience in the Postal and Logistics Industry. He predominately has worked in the Operations and Finance functions and has held a number of Senior Management and Director level roles.
John has a broad range of experience gained in Operations Management, Strategic Planning and Programme Director roles with significant emphasis on Operational performance Regulation ,Operational Change programmes, Revenue Protection, Product and Process Costing and Performance Improvement activity.
John has also undertaken a number of international assignments for the Universal Postal Union (UPU) working in Europe, Africa, Far East and Middle East with many of the UPU member countries . John also worked for the International Post Corporation (IPC) based in Brussels for two years mainly working in the areas of e-commerce expansion through new products and services, logistics and cross border operational performance through initiatives to improve logistics, customer experience and quality of service.
John’s International work with other Postal Operators has ranged from conducting full operational reviews, holding seminars and training workshops, business analysis, auditing and creating change plans, building improvement plans with the postal operators and looking for tactical and strategic initiatives to drive future improvements in financial performance, operation performance and customer service within their supply chains.
As a Director of PLCWW John is currently working on introducing Postal Regulation in one of the Gulf states in conjunction with the Communications Regulator for the State and also working with a European Regulator on a USO costing project.
